According to Mr. Mahdi who is a religious leader (Imum) in Gampong Nibong Baroh who is also a teacher at Balai Pengjian, he reasoned that the actions of residents who used land belonging to Pertamina Hulu Energi in Gampong Nibong Baroh were justifiable, he argued that Islam strictly forbids waste and waste, the lands will be wasted if they are not utilized while Pertamina Hulu Energi as the owner of the land also does not carry out any development on the land. According to Mr. Mahdi, it would be better if the existing and abandoned land that was close to the residents was used for the benefit of the residents of Gampong Nibong Baroh themselves in the form of being borrowed and used, as long as it did not harm the owner.
Based on the results of the author's interview with Mr. Umar who is a resident of Gampong Nibong Baroh who uses his land which has been sold to Pertamina Hulu Energi by opening a furniture business, the reason residents use land owned by Pertamina Hulu Energi is because the location of the land is strategic and has economic value, making the old owner re-utilizing the abandoned land, the old owner immediately worked on the land and built buildings on the land according to the size of the land.

His reasoning is that the land belongs to the state, of course, belongs to the people, and one of the main tasks of the state is the welfare of the people. The same reason was conveyed to the author by Mrs. Husniyati, a resident of Gampong Nibong Baroh who sells fried food in a stall built on land owned by Pertamina Hulu Energi, according to her, the use of the land for a place of business should not be a problem because it does not interfere with the public interest at all. and the interests of the company, he reasoned that rather than being empty and not useful at all, it is better for the residents to use it because the streets are busy, especially in the afternoon so that it is very profitable economically to open a place of business on the land.
From the results of the interviews that the author has mentioned above, it can be concluded that basically the reasons the residents of Gampong Nibong Baroh use land belonging to Pertamina Hulu Energi which are left vacant are to avoid waste and waste of land which is denounced in religion, to develop economic business because it is very strategically located. and is suitable as a place for various businesses so that because of the many people who pass through every day so that it can open up employment opportunities, increase the income and welfare of the people of Gampong Nibong Baroh.
