Seems right. Who, what and how much we know would depend on two things: 1) our desire for knowledge and 2) our approach to obtaining it. Because these laws exist in all contexts and for all of us, it's like an open book available for whomever wants to read it when and wherever they are. So it all depends on our level of desire to go ahead and discover what's right in front of us at all times and to what amount and depth we'll continue to desire it. In terms of approach, we can figure it out by ourselves or get help by others. We can figure it out on our own by  personal experimentation. We can also connect with those that might know more to make this process more rapid. Problem is, how do we distinguish between those who know more and those who claim to, but don't? We'd best go back to experimentation, apply what people suggest and see what works. We can also look at if what they say is working for them, if it's not, probably not worth applying ourselves. But even better is to seek to connect with whomever put these laws into place in the first place. That's like going straight to the top, to the being who knows most. Again, how would we know if our attempts at connecting with such a being are fruitful or not or even if such a being exists? We'd go back to experimentation. So those with a lot of desire and the right approach, will end up knowing more, than those that have little desire and take less rapid approaches. That's at least how it looks to me.
