The story of the greatness of the police in America may not be as good as the Hollywood movies, and we've heard such statements often. The case in New Orleans, Louisiana, at least illustrates how evil police are everywhere. However, how to improve the condition, it becomes applicable here, in Indonesia.


Some American institutions, admitting police behavior in some states are very bad, far from the expectations of people who pay taxes on salaries and facilities of police officers. The police in New Orleans is one of them. "Previously, they behaved like thugs, not the police," said Vice President of Metropolitan Crime Commission (MCC), Anthony Radosti.


MCC is an institution established to monitor the behavior of all elected or appointed state officials, including the police in New Orleans which, according to Radosti, is the worst behavioral policeman in America. In Indonesia, the role of MCC has little in common with Indonesia Police Watch. However, MCC is more actively collecting evidence and witnesses, not only accepting complaints, analyzing, and reporting to the print media.


The police officers in New Orleans were not only corrupt, but also involved in drug trafficking and behaving like thugs. Playing and firing, even in the midst of the Katrina disaster, was conducted by police officers in New Orleans.


The shootings of seven civilians who also victims of the Katrina disaster in 2005 that had become a great news in America. At that time, seven members of the New Orleans police force shot a number of civilians (two of them dead) on the Danziger bridge after Hurricane Katrina. Among the victims there are mentally disabled men accused of terrorism. Five police officers have been jailed for the case, while a fifth of the police are accused of helping cover up the case and get sanctions based on the level of their mistakes.


According to Radosti, police acted very brutally against civilians after Katrina lunged. "Some even say they have to shoot because the prison is full. There was a policeman stepping on a dying victim. It shows how cruel they are. "


This is not the first case dismantled by MCC. According to Radosti, about 20 years ago there was a police commander named Saacks who was very powerful. Saacks has about 200 subordinates whom the media call "Thug Units" because their behavior is far removed from the police attitudes where people are protected. The Thugs Unit is actually intimidating the public, protecting drug dealers, planting false evidence, providing fake witnesses, and other police crimes. No one dared sue Saacks because he has a strong network.


MCC started work by collecting some evidence of the crime of Saacks and his men. Then, they recorded a number of officials who are still minded. Contacted the prosecutor of doubt that Saacks was overthrown, and contacted the FBI. "The FBI then deploys agents to investigate. The more people who know the secret information, the more our chances to succeed," Radosti said recalled the success of MCC dropping Saacks and a number of his men.


Once the case is revealed, MCC continues to strengthen its network with various parties to improve police performance. For Radosti, investigating crime modes by the police was not too difficult because he and many MCC activists were former members of the police. However, they also need support from various parties, especially the community.


As payers of dawn used to support police facilities and pay their salaries, the community strongly supports the establishment of an honest police institution. The awareness that the "life" of the police from the public tax, is deemed necessary to be established among the police so that they behave as people expect.


MCCs who also get donations from the community, do not handle cases of sexual violence such as rape and crimes involving the community. However, they received hundreds of reports of alleged corruption committed by officials in New Orleans. The report was cautiously responded to by many political nuances.

#  Polisi Jahat di Amerika Serikat

KISAH kehebatan polisi di Amerika barangkali tak sehebat yang digambarkan film-film Hollywood, dan kita sudah sering mendengar pernyataan seperti itu. Kasus yang terjadi di New Orleans, Louisiana, setidaknya mengilustrasikan betapa polisi jahat itu ada di mana-mana. Namun, bagaimana memperbaiki kondisi itu, menjadi hal yang bisa diterapkan di sini, di Indonesia.


Beberapa lembaga di Amerika, mengakui perilaku polisi di beberapa negara bagian sangat buruk, jauh dari harapan masyarakat yang membayar pajak untuk gaji dan fasilitas anggota kepolisian. Kepolisian di New Orleans adalah salah satunya. “Dulunya, mereka bersikap seperti preman, bukan kepolisian,” ungkap Wakil Presiden Metropolitan Crime Commision (MCC), Anthony Radosti.


MCC adalah lembaga yang dibentuk untuk memantau perilaku semua petugas negara yang dipilih atau diangkat, termasuk kepolisian di New Orleans yang menurut Radosti merupakan polisi berperilaku terburuk di Amerika. Kalau di Indonesia, peran yang dilakukan MCC sedikit ada kesamaan dengan Indonesia Police Watch. Hanya saja, MCC lebih aktif mengumpulkan bukti dan saksi, tidak hanya menerima pengaduan, menganalisa, dan melaporkan ke media cetak.  


Anggota polisi di New Orleans bukan hanya korup, tapi juga terlibat dalam perdagangan narkoba serta berperilaku layaknya preman. Main pukul dan tembak, bahkan di tengah bencana Katrina, dilakukan anggota kepolisian di New Orleans.


Kasus penembakan tujuh warga sipil yang juga korban bencana Katrina tahun 2005 itu sempat menjadi pemberitaan besar di Amerika. Saat itu, tujuh anggota kepolisian New Orleans menembak sejumlah warga sipil (dua diantaranya tewas) di jembatan Danziger setelah badai Katrina. Di antara para korban terdapat pria cacat mental yang dituduh terlibat terorisme. Lima polisi yang terlibat sudah dipenjara akibat kasus tersebut, sementara seperlima polisi dituduh membantu menutupi kasus tersebut dan mendapatkan sanksi berdasarkan tingkat kesalahannya.


Menurut Radosti, polisi bertindak sangat brutal terhadap masyarakat sipil setelah Katrina menerjang. “Malah ada yang mengatakan, mereka harus menembak karena penjara sudah penuh. Ada polisi yang menginjak korban yang sedang sekarat. Ini menunjukkan betapa kejamnya mereka.”


Ini bukan kasus pertama yang dibongkar MCC. Menurut Radosti, sekitar 20 tahun lalu ada komandan polisi bernama Saacks yang sangat berkuasa. Saacks memiliki sekitar 200 anak buah yang oleh media disebut dengan “Unit Preman” karena perilaku mereka jauh dari sikap kepolisian tempat masyarakat mendapatkan perlindungan. Unit Preman kerjanya malah mengintimidasi masyarakat, melindungi bandar narkoba, menanam barang bukti palsu, menyediakan saksi palsu, dan sejumlah kejahatan kepolisian lainnya. Tidak ada yang berani menuntut Saacks karena dia memiliki jaringan kuat.


MCC memulai kerja dengan mengumpulkan sejumlah bukti kejahatan Saacks dan anak buahnya. Kemudian, mereka mendata sejumlah pejabat yang masih berpikiran sehat. Menghubungi pihak kejaksaan yang meragukan Saacks berhasil digulingkan, serta menghubungi FBI. “FBI kemudian mengerahkan agen untuk melakukan investigasi. Semakin banyak orang yang tahu informasi rahasia, semakin besar peluang kami untuk berhasil,” ungkap Radosti mengenang keberhasilan MCC menjatuhkan Saacks dan sejumlah anak buahnya.


Setelah kasus tersebut terungkap, MCC terus memperkuat jaringan dengan berbagai pihak untuk memperbaiki kinerja kepolisian. Bagi Radosti, menyelidiki modus-modus kejahatan oleh kepolisian tidak terlalu sulit sebab ia dan aktivis di MCC banyak yang mantan anggota polisi. Tetapi, mereka juga membutuhkan dukungan dari berbagai pihak, terutama masyarakat.


Sebagai pembayar pajar yang digunakan untuk mendukung fasilitas kepolisian dan membayar gaji mereka, masyarakat sangat mendukung terbentuknya lembaga kepolisian yang jujur. Kesadaran bahwa “hidup” kepolisian dari pajak masyarakat, dianggap perlu dibangun di kalangan polisi sehingga mereka berperilaku sebagaimana harapan masyarakat.


MCC yang juga mendapatkan sumbangan dari masyarakat, tidak menangani kasus kekerasan seksual seperti perkosaan dan kejahatan yang melibatkan masyarakat. Namun, mereka menerima ratusan laporan dugaan korupsi yang dilakukan oleh pejabat di New Orleans. Laporan tersebut disikapi dengan hati-hati karena banyak yang bernuansa politis.


Radosti mengakui perilaku kepolisian di New Orleans tahun-tahun terakhir ini sudah jauh lebih baik. Kasus yang terjadi di jembatan Danziger menjadi pengalaman buruk yang tidak boleh terulang lagi. [@ayijufridar]
