That's interesting that at least 20% of the top accounts don't vote.  Seems like a waste of SP. Why not delegate or rent it out?

It's not a waste of SP. The voting power is redistributed equally to everyone. If you were the only person voting during the last 30 day you vote would be worth the entire reward pool. Nothing is lost only redistributed proportionally to everyone.
