By that definition you have to have 485 Steem Power to be a "person who matters". That's about $2500. Do you really believe a user needs to have that much stake to matter?

You need to have a vote of some value to count here. That number can fluctuate. About 500 sp is the number usually given. You can get by leasing delegated sp. That's how I did it at first. Below that - you don't count in the grand scheme of the place.

If ordinary users without stake didn't matter, we wouldn't be paying to get them accounts. The most important metric is the size of the network, in terms of number of active participants. Facebook has a billion users but how many of them have stake? Those billion users matter to Facebook nonetheless.
