I suppose the goal of the system is avoiding spam. If planctons and minnows have problems to create valuable content some changes should be done.

i struggled with how to answer this poll, because I feel there's plenty to this question, so I'm not fully satisfied with it, but felt like it might actually be the closest to how I can honestly answer.

The fact is, I don't know what system would be best.

Prior to the conversion to RCs back in November of last year, bandwidth was the basis by which activity allocation took place. In the earliest days of use, it was possible for users to exceed their bandwidth quickly, just like with RCs. Eventually, though, that went away, just like the restrictions with RCs.

The reason for the change was because with bandwidth, Steemit Inc was incurring all of the costs for useage. With RCs, that's supposed to shift the costs to all of us. When it was originally implemented, all but the largest stake holders were incapacitated. So, a change was made, where one received a 10x booster. As far as I know, that booster is largely still in place, though it's changed due to the system reaching what they call equilibration.

Do I think RCs are better than bandwidth. To the extent the problem has been explained and I understand it and believe it, yes. I'm not an engineer, though, so I know what we're told and I try to ask questions and learn. I haven't really heard anyone saying RCs should go away, or that bandwidth was better, or even Steemit Inc should continue to bare the brunt of costs for running the blockchain when it's supposed to belong to no one.

Do I believe changes should be made, or that plankton and minnows should have more of a voice? I think it would be better if plankton at the lower end were able to do more to get them to a point where they could do it on their own. That amount seems to be somewhere in the 250-350 SP range, so all minnows should have enough to do what they normally do. It's the plankton/redfish below 250 SP that really need the help.

How that happens, I don't know. Unless there's a way to spot people more RCs at the beginning that then taper off. There's still an SP delegation from the STEEM account taking place for new users, and it is possible to win, receive or pay for SP.

I think the main issue here is, should STEEM be free. That's ultimately the underlying issue. Steemit has made it clear that they will offer accounts for free and offer a minimum amount of SP to do at least a few transactions, but from there, it's up to the individual account holder. Will they struggle along with the SP they have, doing what they can with their RCs and Voting Power each day, or will they find ways to increase the RCs, by somehow raising their SP, and with it, their RC levels.

A lot of people don't have fiat to invest in STEEM, even at the lower prices. If that's the case, is it anyone else's responsibility to provide the necessary SP, or is it the account holders responsibility?

So, there's plenty to chew on. I don't see it as a cut and dry issue with what I've told and understand about the issues. Ultimately, there's a Catch-22 in place, though. If users can't use, then STEEM as a social media platform goes nowhere. But if somehow everyone can do all that they want to do with out providing the SP themselves, it still has to come from somewhere, which means someone else is providing it, and incurring the costs, however that's figured out.
