给BLURT注册添加信用卡支付选项
之前在BLURT上弄了一个付费的账号注册网站：https://register.blurt.buzz/

没想到由于HF2把用RC开账号的功能关闭掉了，导致之前一个免费注册的方式不能用，只剩下我弄的付费方式

付费开账号的生意还不错，唯一的问题是付费的方式不大众化

目前只支持通过STEEM/HIVE/BLURT付费开户，而这3个方式都是比较小众的付款方式，很多人建议我开通信用卡支付

所以今天花了点时间研究了一下信用卡支付，最终选择了通过stripe来实现

这是最终出来的效果：

stripe的API挺齐的，而且文档也写的不错，唯一的缺点是收费太高

一笔交易，不管金额多少，固定收取$0.3，并且每笔还有3%的手续费

所以在定价付费账号的时候犯难了，收的太少，自己赔本。收的太多，也没人用

所以考虑了半天觉得$3合适，并且开户送点BLURT币让用户不会觉得那么亏

目前还在测试阶段，测试完就可以上线了
