1) NTP isn't in the build directions for steemd even though it is now required
2) Still building equihash despite removal of mining increases attack surface

1) ntp is only required for witnesses, and it's not required to *build* steem or to run a consensus node.

2) equihash is still required for consensus and always will be due to its prior presence in the blockchain.  Just because mining will be removed doesn't mean previous blocks don't require validation for all time.
