Exactly what I am talking about.  Essentially we are delegating (voting) for someone (witness) to perform the function of validating transactions, maintaining the blockchain. They take the transaction fees as a way of being remunerated. Each wallet (account) gives a vote (voting weight influenced based on wallet size) to a witness saying that we trust that you will perform this function. This is called delegated proof of stake.  I hope that helps a little... The top 20 witnesses will provide that function for the blockchain.  Essentially it helps to remove centralization and keeps the chain moving... but it really works a lot better when more accounts vote and spread around the voting power.
