That's out of my jurisdiction! (An animal rescue story)

<p>It all started like every other day out in Phoenix, Arizona in the middle of July, hot. Although this day wasn't quit as hot as it normally was, which would be one of the contributing factors that allowed this story to take place.&nbsp;</p>
<p>You see, this story takes place many years ago (far too many years if you ask me). It was around the time I was 12 years old and my brother was 10.&nbsp;</p>
<p>We loved to go out to the desert and explore things. Often collecting any thing we could find from bullet casings, to cool rocks, to odd bits of trash, to any live reptiles that we could catch, and even to live bullets (which one time lead to a bad accident, but that is a story for another day).</p>
<p>Yes my brother and I were typical boys, much more in the &nbsp;young Davy Crockett mold than the young Bill Gates mold. We loved exploring, hunting, and basically anything that involved the outdoors. We were nature boys! It was so bad that I even owned a 'coonskin hat' just like my early hero Davy Crockett.&nbsp;</p>

<p>Well one early morning July day, my father came in and woke us up and said, "what do you boys think about going exploring today? Maybe bring the guns and do a little target shooting as well?" We both jumped out of bed and couldn't get dressed fast enough!&nbsp;</p>
<p>Less than 20 minutes later we were on our way out to the desert to do some shooting and exploring. There was a great place to go about 30 minutes north of where we lived that was outside the city limits. At the time you could drive almost any direction for 30 minutes and be outside the city limits of North Phoenix. It was a great place to grow up for nature boys.&nbsp;</p>
<p>There had been some construction on a dam north of us and there was a lot of run off water in the normally dry riverbed where we liked to go. So, naturally this place was teaming with wild life and vegetation in a place that was normally arid dessert.&nbsp;</p>
<p>Once we found a suitable place to park, we hiked down to the river bed below and began exploring. We found some of our usual finds; bullet casings, lots of rabbits, squirrels, quail, toads, ducks, and lizards. After a bit of exploring we set up some cans we found and had some target practice as well. It was the start of another great day out in the wilderness with my brother and pops.&nbsp;</p>
<p>After a bit, we decided it might be fun to do a little more hiking than we normally do and try to see what is up to the north of us, closer to the dam. We loaded up our water bottles and started our trek north up the river bed. The terrain looked much the same as we hiked but after about a quarter of a mile it started to change a bit. The brush got a lot taller and more dense. There were also large boulders sprinkled around here and there. This likely meant there was water ahead.&nbsp;</p>
<p>After hiking for about a mile total we came upon a huge bolder, as we made our way around the boulder we stumbled upon 6 coyotes all gathered around a little pond. We surprised them just as much as they surprised us and they took off running into the surrounding brush. As we got a little closer to the pond we could see exactly what had the coyotes so interested... there was a donkey out in the middle of the pond, appearing to be stuck.&nbsp;</p>

<p>When I refer to this pond as a pond by the way, what I really should be describing is more of a mud hole. It was more mud than water.&nbsp;</p>
<p>This poor donkey was halfway submerged in the mud and was struggling to move. After a couple seconds it was obvious to us that he was stuck and could not get out. We have no idea how long he had been stuck like that but by how calm he was acting when seeing us, it looked like he was exhausted from struggling and fighting off those coyotes. Which likely mean that he had been stuck like that for days...&nbsp;</p>
<p>My dad, being the hero that he is, quickly decided that if we don't do something for this donkey he is going to die. Either by starvation or at the hand of those coyotes, who by the way, we could still hear rustling in the brush behind us just waiting for us to leave.&nbsp;</p>
<p>So, my dad started to wade out there in the mud to see if maybe he could nudge the donkey or push him enough to where the donkey could pull himself out.&nbsp;</p>
<p>As you might have guessed my dad got about half way out there and realized that he himself very well might get stuck as well, and my brother and I were not really capable of pulling him out. So, he turned around and made his way back towards us. Realizing that we were going to need real help, we decided we better hike back up to the truck and head on over to the local bar and use their phone to call the ranger station and ask them to give us some help. (This was back before the days of everyone owning a cell phone by the way... life was much less convenient.)</p>
<p>About an hour later we got to the bar and my dad used their phone to call in the ranger station. The ranger asked very specifically where the donkey was so that he could send a guy out to help us. We told him that it was in the river bed at the base of the newly built dam. The ranger paused and told us very emphatically, "I'm sorry that is out of my jurisdiction. I'm in Peoria, you will have to talk to the rangers from Surprise."&nbsp;</p>
<p>We didn't think too much of it. So, my dad hung up the phone, got the number for the Surprise station and gave them a call. He explained the situation to them and they said they would send a guy right out to meet us at the donkey.&nbsp;</p>
<p>We drove back to where the donkey was and scared off the coyotes again who were circling in on that poor donkey, ready to make him their meal. We waited for 30 minutes or so, and then a ranger truck finally showed up. However, when the ranger came to greet us, we were shocked by what he had to say. The first thing out of his mouth was, "I'm sorry, but this is out of my jurisdiction." So, we waited for close to an hour for this guy to show up and tell us that this is not his jurisdiction?&nbsp;</p>
<p>My dad angrily told him he first called the Peoria station and they told them it wasn't in their jurisdiction either. "Who the hell's jurisdiction is it!" my dad exclaimed loudly.&nbsp;</p>
<p>The ranger went on to explain that he was from the city of Surprise and that the city of Peoria was supposed to handle anything to the east of the riverbed (where we were). He went on to say that the guy we talked to on the phone from Peoria was wrong. The Surprise station was only supposed to handle situations up to the western side of the riverbed. Which placed the ranger's boundary line literally 30 yards from where this poor donkey lay. We couldn't believe that he couldn't make an exception for 30 yards, but he was pretty adamant that what we were asking him to do was out of his hands and out of his jurisdiction. He recommended that we drive back to the bar and call the Peoria ranger station again and ask them for help, again.&nbsp;</p>
<p>As you can imagine, my dad was pretty upset firstly that the ranger wouldn't make an exception over 30 yards to help this donkey out, and secondly that we were told already by the Peoria guys that it wasn't their jurisdiction either! Then to top it off, over half of our day was already wasted dealing with this situation...</p>
<p>To this day, I am not sure why we didn't just give up right there and let someone else worry about that donkey... &nbsp;</p>
