The utopian rules should be adjusted and more strict

<p>It has been few days now moderating for the utopian community which i am very pleased and happy with. The community rewards almost all that contributes to an open source project in github which pushes lots of people to want to support with their ideas, skills etc to boost the speed in the creation of open source project. </p>
<p>We have received lots of contribution to the community since it was launched which we are very happy and pleased with. But something seems not to be right with some of the people contributing.</p> 
<p>The rules are there to guide the user on how to contribute but some how, some users are abusing this rules my submitting contribution that have no or very little value and expect it to be approved as it's still slightly inline with the rules.</p>
<h3>The problem</h3>
<ul>
<li>Making tutorials for open source projects only showing downloading and installation process or something similar</li>
    <li>Creating a very low quality graphic</li>
    <li>Using machines (e.g Google translator) to translate an open source project</li>
    <li>In general, submitting contributions thats does not much value.</li>
</ul>
<p>From what i have observed lately, many contributors seems to abuse the following categories which are: Tutorial, Video Tutorial, Graphic design, Translation, and the blog section in the community. </p>
    <p>It's sometimes very difficult to tolerate as many contributors still are yet to understand that the quality of their contribution also matters alot. I was recently going through the rules to understand it etiquettes when i found something pleasing under the graphic rules which reads</p>
    <blockquote>We reserve the right to reject a graphic contribution if we believe the work is not enough to be rewarded.</blockquote>
     <p>I went through the other rules under the remaining categories and same sentence was not mentioned.
    <h3>What is my suggestion</h3>
    <p> I strongly suggest that this should be made an ultimate rule across the whole categories. </p>
    <blockquote>We reserve the right to reject  a contribution if we believe the work is not enough to be rewarded.</blockquote>
    <p> If this is implemented, It will improve the quality of the contribution submitted to the community.</p>

Agreed and disagreed. 

I have been in the utopian community from the beginning. I have a post where I get %100 upvote of utopian-io account which made me $1.8 at that time. :)

What I can say from this experience, whenever the utopian SP grows, I saw more abusing posts trying to milk the reward pool. 

You can set more rules but people will find other ways to abuse it until contributing will be very hard thing to do in utopian-io and this is not something we should want.

I guess, the biggest side effect of the project is people **contribute** to get rewards. This should be the other way around, People should contribute for the greater good, for the love of the free-software and open-source. utopian-io bot's vote should be a compensation for what they did, not the ultimate motivation.

Instead of expanding rules with a human factor, my 2 -humble- cents:

- Do not accept posts in local languages (Hard to moderate.)
- Do not accept tutorials. It's like utopian transforming into a new low quality -tutorialspoint- kinda project.
