Witness Update - Increased Block Size to 131072

This seems to be the thing to do for fixing the reduced frequency of posting/upvoting for new users with low SP. 

So I changed it as well.

Change the `update_witness` command parameter for it as follows:  `"maximum_block_size":131072`

I thought the block size was how big the blocks are, and had no bearing on the rate at which people can post or upvote. But I'm not someone who knows the ins and outs of Steem. I don't know of any reports. I just went along with what other more knowledgeable people were doing about the issue. I don't know lol. I guess I'll revert if it's not really a solution...

It's a solution it's just not much of a problem at this point. More likely to open the gate to more abuse than to improve the usability IMO. I'd say let's be cautious with that.
