The reason why voters are called curators is that Steem both allocates rewards and visibility based on votes. Trending is a feature implemented by all Steem front ends (applications that allow users to access the blockchain). Trending shows posts in order of total rewards and post age. The thing is that Trending can show posts restricting the post to those having a particular tag descriptive of the content. This is how Steem front ends use the reward information to decide the visibility of posts.
