Was Covid 19 created in a Lab by 2 Scientists ?

This Latest document leak points in that Direction … 

I wonder if these 2 Scientists, one in Wuhan and the other in North Carolina  had already completed their work before they applied for their Grant money. 

When they were turned down by DARPA they probably looked for someone else to sell their work to.  I wonder if they also had the cure for the Covid at the same time ?
