I think it is abuse. There is a lot of it and if you go through the "new" section you will see a whole *new* world of nonsense. People are people and most are going to take any advantage they can get away with. 

Btw, when you self-vote, remember to wait closer to the 15 minute mark rather than lose the curation percentage. There are two reasons for this, firstly, it is because you can still grow a little further and cost average. secondly, it gives the people who do vote for you a little higher curation return. When you vote early, it closes them out of a lot of their curation but the author (you in this case) is guaranteed the 75% anyway.

I hope that your post here could help change  mindsets of those that engages in such abuse.

People who create those kind of low quality posts will soon realize that they need to make a wise use of their resource credit because rc is important and does not come cheap. 

It’s playing the system. I’m still learning about this community and reputation is important. The content I create is clearly by me for the purposes of sharing it with others. I don’t quite understand the self voting thing or bots yet, but in time I will. Thanks for sharing your reasons. I have learnt a lot just from your post.

I've seen this kind of behaviour ever since I've registered. These people think this is Facebook or similar. They have a long way to learn but the sad truth is they only care about the rewards, nothing more. These people will always exist, unfortunately.

I saw one just now. It caught my attention because the photo used by the Steemian looked familiar to me.  I visited his profile to see if he is from my country but obviously he's not. He posts photos that are from all over the world and no image source mentioned. I was surprised to see that each photo he posted came with a short one sentence description and got 100 plus votes on each photo. I guess that is because of curation trail. So many people here are trying their best to create content and on the other side so many are doing shortcuts.

We have some definitions of abuse and we flag/downvote posts that fit into the category. Users that downvote abuse posts will be rewarded with an upvote (Soon to be replaced by a credit system for better reward distribution) to compensate efforts and some additional value than what vote weight they have used for downvoting.

Yes, I have seen these posts. I wouldn't get out of bed for them. They bore me.

I always feel very fortunate myself when I see people so desperate for upvotes that they post other's pics. 

I know the situation in some countries is bad and that some people from those countries use the crypto they earn here to buy food.

With this in mind, I accept these posts and hope the poster makes a little profit.

I think they would make a better return by posting their own original quality content less often.

I noticed it too in the past days, Honestly speaking it confuses me and I do not understand why they even get upvoted so much.

I agree it does not add anything to the platform.
