Actually, the message was "guys, don't chase that skirt (dress) or you may regret it" and not "girls, don't wear a dress like and to put some guy in temptation so that _you_ will be blamed later".

Cultural differences. In Canada where @rok-sivante is from, guys are expected to show a lot of restraint. The blame for any unwanted consequences will be very much on them, too. That is a function of the legal system and the culture in general.
