Garbage collection. First Step.
This is how our village administration collects garbage from the shops around the little town. This  Vehicle is permitted to seated by only one person. The driver. But many cases, the rental vehicles carry the owner of the load or the unloader with them.
But his garbage collecting team is of three. And the law never minds it since it is a part of the government sector. The workers are on contract basis. They collect money from the shopowners for clearing the waste. Shop owners are willing to pay for that, to get rid of the daily wastes.

The crew is of a driver and 2 workers.
