Naja, ein Vertrag oder auch eine Vereinbarung haben im Völkerrecht einen anderen Stellenwert. Wie jeder Vertrag, ist auch dieser dann rechtlich bindend. Dass ist bei einem Pakt nicht unbedingt der Fall. Soweit ich da recht informiert bin. Meinst du denn, dass jetzt einer der unterzeichnenden Staaten der Teufel ist? Haha, weil der Pakt ja soo demokratisch zustandegekommen ist! Dank der Stimmen aus der von Dir inkriminierten Ecke ist er erst in die Öffentlichkeit gekommen. Ursprünglich wollte man den im Geheimen durchwinken. Er wird von Völkerrechtsexperten in Teilen heftig kritisiert!

Hm. Ich habe mich auch wegen dem Paktbegriff gewundert. Im englischen Original heißt es "Global Compact....." wobei das anscheinend Pakt oder Vertrag heißen kann. Hauptsächlich glaube ich, wurde dieser Begriff verwendet um die dahingehende, schleichende Verbindlichkeit zu verschleiern. Ich bin mir sicher, dass die da einiges an Zeit vergeudet haben, zu überlegen wie dieses eine Wort lauten soll. Man kann es ja gedanklich durchspielen. Vertrag? Viel zu eindeutig. Vereinbarung? Klingt nett, aber an Vereinbarungen muss man sich halten. Ausländisches gut klingendes lateinisches Wort? schürt vielleicht Misstrauen. Pakt? Zusammenschluss, Besiegelung, Ehrenhaft. Pakt mit dem Teufel, theoretisch. Aber das machen ja die Guten, deshalb kann es ja nichts schlechtes sein.

legalese=Juristendeutsch.
Oder mit anderen Worten: Heißt Compact und heißt Pakt, weil das wohl die entsprechenden juristischen Formulierungen sind und hat keinen teuflischen (das war gemeint mit unkonspirativ) Hintergrund, lautet wahrscheinlich die Antwort.
