Steve, the hard fork doesn't affect the 2 year power down automatically. If you start the power down before the hard fork, then it will still take 2 years, unless you stop the power down and then restart it after the hard fork. I can't remember the exact post where I read that, but it was @stellabelle who asked the question of one of the witnesses, and that was his answer.
