Nació en Caracas el 25 septiembre de 1799 y murió el 2 de junio de 1866 en Caracas a los 67 años de edad. Sus padres fueron Domingo Cáceres y de Carmen Díaz; Domingo era profesor de Latín por lo que ha temprana edad le enseñó a leer y escribir, así como también principios éticos y morales que le dieron importancia a su vida.

Luisa fue heroína y prócer de la independencia de Venezuela, mujer hermosa por naturaleza que llamaba la atención de todos además de caracterizarse por su educación y amabilidad. Al cumplir los 15 años junto a su familia huye hacia el Oriente del país después que las tropas realistas asesinaran a su padre en la guarnición de Ocumare donde se encontraba para entonces por invitación de un amigo, estos son recibidos en la Isla de Margarita por el general Juan Bautista Arismendi quien más tarde la pediría en matrimonio.

Su esposo Juan Bautista es nombrado gobernador provincial de la Isla el 9 de abril de 1815 y para el momento arriba una escuadra realista al lugar en busca de aniquilar el gobierno de los simpatizantes de la causa patriótica pero Juan se rinde de inmediato sin dar la batalla en contra de su enemigo por lo que se inició un acoso por parte de los españoles en todo el país lo que condujo a los Arismendi a vivir durante meses fuera de la ciudad y bajo el espionaje y la presión española. Ante la orden de aprehensión a Juan Bautista, este decide huir y toman de rehén a Luisa quien para el momento se encontraba en estado de gestación, esta es llevada a una casa de familia y encerrada por algunos días y posteriormente trasladada a una celda en un castillo de la Isla sitio oscuro donde recibió maltratos, era vigilada constantemente y obligada a consumir el mismo alimento diariamente; tras esta humillante situación Luisa pierde su embarazo, luego fue traslada a Cádiz, España donde es presionada fuertemente y obligada a firmar un documento para declarar su lealtad al Rey y renegaba de la unión patriótica de su esposo, a lo cual se negó y declaró que era deber de Juan Bautista servir y luchar por la patria.

Cuatro años más tarde queda en libertad, regresa a Venezuela donde es recibida con honores por el apoyo demostrado a sus ideales patrios y es honrada con el título de Heroína de la Patria por su gran valentía y entereza con la que afrontó las diversas adversidades de torturas y maltratos por permanecer leal a su patria. Cáceres logró establecer residencia fija en la Ciudad de Caracas-Venezuela logrando formar una numerosa familia con 12 hijos frutos de la unión con esposo
el general Juan Bautista Arismendi.

Hoy Luisa es recordada por su labor y por ello permanece en la historia de Venezuela, son muchas las instituciones educativas, plazas recreativas, sitios públicos y privados que llevan su nombre para honrar esta gran mujer incluso; muchas actrices han logrado escenificar su vida y por si fuese poco nuestros billetes de 20 y 5000 bolívares lleva plasmado su rostro.
