Could have had an interest in seeing if electric was ran or how the progress was coming. Clearly not a foreign concept with how many neighbors randomly stop in on new builds to see the layout. Overall, regardless, nothing justifies the way he was pursued. Their pursuit doesn't qualify under terms of a citizen arrest which is far from what ensued in the manner they drove this man down. They didn't have knowledge of a felony being committed and they weren't the homeowner nor did they have consent from the homeowner for the property where any concern was committed.
