An easy and inexpensive way to heat the space, especially if you are planning a smaller grow space with insulating blankets, is to build a small rocket mass stove, which can be easily done with a few bricks. 

Your only fuel will be dried twigs and leaves, they burn so completely that there will be few fumes, and the few fumes left will be beneficial for the plants. 

Alternatively, you can heat the water, rather than the airspace, which will in turn heat the air, and give you far happier warm-weather plants.  

Tomatoes, as just one example, can grow quite happily in cooler temperatures if their roots are warm.  This is the secret to a lot of temperate greenhouse aquaponic setups -- they heat the water.

Otherwise, if you are going to grow again in an unheated basement, you'll get more bang for your buck, and more nutrition, by growing prolific cool weather greens such as peach, tree collards and walking stick kale, as well as miner's lettuce and Arctic winter peas.

When I took Morningstar Fishermen's Advanced Aquaponics Course, the sweet spot for the majority of fish ___and___ plants was 6.5 pH, with a temp of 65 degrees.  
Easy to remember, and will give you the most diversity possible on both sides of the equation. ;-)
