场地收费与责任的轻重

时常看到新闻
许多人在外
不小心滑了一跤
或者不小心跌倒
或者走路/跑步/玩耍/等等而受伤
往往控告该设施的所有人或者设置者

比如
在百货公司
小孩子玩溜滑梯而受伤
如果是溜滑梯不符合安检
就告其设施
如果他的溜滑梯有符合安检
那就告百货公司没派人在场

试问
公园是否也有娱乐设施
政府会派人在场吗

公益性质的设施
很少会去聘请管理员 (现场无人看护)
而仅是编列设施的维护费而已

个人认为
使用公益性质的设施
如果在使用之时,你未另外付费
你就该对自己的行为来负责
不能怪现场无人看护

若是你在使用该设施的时候
对方有收费
那他就该派人来管理
因为
当你在使用的时候
他有收费
这个费用就该包含聘用管理员在内

比如路边停车
若没收费
就没道理要政府进行监管
若有收费
就可要求政府设置录影机等来进行监管
