Maybe. @bryan-imhoff suggested that rendering witness votes subject to 1 Steem 1 vote would solve the problem of Tron presently being able to replace all the witnesses at will. Tron would still be able to throw several witnesses into the top 20, but not 17 of them if this HF is effected. I believe we should immediately make that change. Thanks!
