We need to do more than just advertise to bloggers.

We need to advertise to people so that they will buy Steem, so that bloggers can sell their Steem to people. 

Otherwise the price goes down.

If people are advertised to with a reason to buy Steem, they'll buy Steem, and then the price will go up.
