Microblog: city humidifier
In Xiamen they apparently have  city humidifier trucks driving around during the winter season. I am not exactly sure about the reason. Maybe it is a quick and easy way to give the plants water or maybe it washes away air pollutants. Not sure. All I can say is that it leaves a nice breeze. 

Update: I guessing it is a dust-oppression cannon. Like this one -> https://dustaside.com.au/latest-news/fog-cannon-for-dust-suppression/ The following news article seems to support this -> https://qz.com/572954/chinese-cities-are-using-this-mist-cannon-to-shoot-pollution-from-the-sky/ Not sure why it is running around in Xiamen. There is no heavy industry nearby which makes the air is pretty clean. In addition, there is not really any smog accumulation since Xiamen is an island.
