Did you happen to read the "Notes" section on the post?

 A memo is a message included with a transfer. 

These are transfers of 0.001 with a message attached. 

This is called spam when it's abused. Since it's also something legitimate services do, there is a whitelist where the accounts don't show up in this data. 

It's pretty much all in the Notes. 

It is just a way for me to log the most prevalent spammers on the network and chart them. I'll use these posts more in the future.
