<p>Paypal filed a few days ago a patent with the US Patent and Trademark Office (USPTO.</p>

The system is involving the use of secondary private keys to cut the waiting times for transactions between consumers and merchants. The inventors of the patent are Cheng Tian and Sandy Lynn Godsey of San Jose, California. PayPal is listed as an applicant.&nbsp;</a></blockquote>
<p>I don't know how it will work, or if this system will be still decentralized.</p>

I guess PayPal is a sort of virtual currency anyway. They just don't use blockchain. This may not either, but I've not read the details yet.

I think paypal is an automated machine debit card used for payments of online transactions and i believe that the expedited virtual currency transaction system is aimed at reducing the work load on the use of card so that online transaction payments can still be made using cryptocurrncies instead of cards. 
That's my own opinion.

It could be a Ripple crypto-kind: decentralized but not neutral and ment to fasten money distribution. 
A new crypto would compete with their actual customers: banks and credit cards. Why loosing a multi-billion business ?
