You have no proof that the maker of the sign wanted you to "obey the state" and not e.g. "obey the traffic rules that protect you and others" or "obey the golden rule".

They called speeding lying.

Lying is a moral matter.

The state government sets the speed limits.

To speed is to disobey the state law.

Therefore, for the state to equate the two is a case of the government confusing *morality* with *obedience to the state.* 

I'm not sure how you are perceiving this statement as inaccurate, so I'm still missing your point, though I appreciate your effort.
