Add a new category for @utopian-io submissions called "new projects ideas"
As an alternative, the proposal below could also be achieved as dividing the "Suggestions" category in two subcategories: **Suggestions for projects in development** and **New projects ideas** 

#### Proposal Description

As stated on Utopian Guidelines:

> Suggestions detail potentially beneficial significant technical features / enhancements to an Open Source project.

As explained, the suggestions category is directed to Open Source Projects already in development.

But one common occurence i have seen among a lot of people (myself included), is that sometimes they have a good idea for a project but lack the proper abilities to make that idea happen (lack of coding skills for example, or don´t have any acquiantance that have the needed skills).

Then two scenarios usually happens:

1 - The person go on with his life, even forgetting over that idea that *might* have been a good one, and the idea is lost
2 - The person latches on that idea and don´t share it with anyone afraid that people will "steal" his idea.

On both cases (not all of them), a good idea that could have turned in something very useful for a lot of people is lost to the void.

@utopian-io ended up creating a whole new economy based around sharing (be it suggestions, coding, etc), and voluntary work being rewarded.

But as it is today, the "Suggestions" category only allows new ideas related to ongoing projects, but what if ideas for new projects could also be rewarded?

This would probably encourage more people to share an idea that he will probably never implement in his lifetime, and devs could have a list of new possibilities to start to work on, when looking for new projects to create.

#### Mockups / Examples
Let´s say i have an idea for a new Steem-based interface called "New Amazin Steemit UI".

I would proceed to post the Idea through @utopian-io, with details about the idea that should describe:

* What is the project idea
* How i think the project would work
* What i think is needed for the project
* What would be the benefits for the users if this project was implemented
* What this project have that others existing projects don´t do/do worst
* If possible, add images of anything related to the project idea

The @utopian-io moderators would then judge(score) the project based mainly on:

* Is the project idea original?
* Is the project idea well described?
* The project add anything of value?
* Is it possible to actually implement the project?
* How hard it would be to implement the project?

Some cut criteria could also be implemented to ignore totally useless ideas.

#### Benefits
The main question would be "Why not use the Suggestions category for this?"

The main actor that would take advantage of this separation would be devs looking to new projects ideas to work on.

The main reason is that it is pretty hard to cycle through posts published on steemit, and it would be even harder for a developer to go through the #ideas tag to find a new project to idea to work on, because it would be mixed with suggestions related to ongoing projects.

Within the new @utopian-io UI, this category could have its own page, allowing for devs to cycle throught this list of new project ideas, with a relevancy filter with higher rewarded ideas being put on the top.

Besides that, devs could also be allowed to indicate that they liked the idea and would be working on that new project, what would allow them to meet each other and work together.
