Thanks. Have taken a look at https://steemit.com/tags  
It seems it includes posts that tagged on 2nd to 5th tag too. 
Have written posts on this category and tag extraction thingy today. 
It seems 1st to 5th tags can be accessed through JSON_VALUE(json_metadata,'$.tags[N]) where N is 0 to 4.
