Without self-discipline you can't have self-government as Paul Harvey used to say.  We have some people who have found a way around the system to extract more money through what some term as unethical behavior.  This is why governments are necessary and always have an executive branch for law enforcement.  There will always be people who will do whatever it takes to win.  The ends justifies the means.  To expect this situation to right itself is idealism at its finest and most futile.  Maybe this is some kind of social experiment to observe whether or not the minnows will revolt and fight the great abusive whale(s).  To be resolved, rules will need to be made and enforced.  It has always been this way and it will always be this way.  Steeming right along...
