There will always be people who abuse any system or try to game it. All we have to do is look at the never ending game of law enforcement. Every time a new law is passed, some people will try to figure out how to get around it. Law enforcement devises new ways to catch them. And then the criminals find new ways around those measures. It's an endless cycle. I don't believe in utopias. And every hero has a flaw.
