hey Paula, really good analysis as usual, very informative but you asked yourself a question in your post where you were wondering why some witnesses did not vote but still made it so high up the list... I have a very simple answer for you and you can take @lukestokes.mhth as the best example I guess he created this account purely as a witness and still does his daily posting/commenting and upvoting on his normal day to day account @lukestokes so there will be some discrepancies since I think that some people want to keep the witness account separate from the main one... but in the end it is not bad to try and make sense of what the witnesses are up to since in fact they determine the future of steemit in a way and the community should not just accept everything blindly... thanks for putting this together
