That is a significant change, but also, there is a scary thought. Banks are leveraged, since they keep the profits and taxpayers are paying for loses. Imagine banks having leveraged positions on say bitcoin. Every 10% down move could push banks under water, causing taxpayers to fork out more bailout money yet again. Ouch!
