The issue with control is when you cross illegally. If you find yourself in the wrong country and don't report, you are comitting an immigration offense. Cross the Korean boarder (DMZ) and you are likely to get a bullet if you don't run into a landmine. I've lived abroad for nearly 15years, dealing with visas and immigration offices. Paying fees, waiting, collecting documents and the like. Few countries in the world have immigration programs as robust as the US. It's an interesting topic, but a unique problem, too.

But what I was wondering was the technical side of things. It should be easy to pass a small package, say, a packet of chewing gum through the fence. There is nothing to stop anyone from approaching the fence on the Mexican side. There are no physical obstacles on the American side, either.

Yeah the issue with sending over a small package is you are comitting a customs violation. For all they know it could be illegal narcotics, or blood diamonds. Canada has an even longer and less monitored boarder with the usa, but they have remote cameras that can tell the difference between a human and an animal. More monitoring in popular areas, too. If you approach, AI will alert boarder agents to review the feeds and perhaps question you later. I'm sure people aren't noticed often, but there are stories all the time of people getting caught. If you cross over by an inch even for a second you will need to admit you accidentally entered illegally. Being unintentional or curious isn't particularly important. Exchanging something like gum will probably just get you on a blacklist of harmless fools with little hopes of crossing legally anytime soon. I know people who have admitted to legally smoking weed in Canada being banned for life. Get banned from entering the US and a lot of countries also won't admit you (they often ask if you have ever been deported or denied entry from anywhere). Even if it looks easy, it's not worth the risk.
