You are missing a statistic.   We did similar to those countries in Chicago and it has the most gun violence of anywhere in the U.S.   This is why I see it as a cultural issue.

Also it won't happen.   If they try it they'll start a war.   A lot of people that are not criminals WILL NOT give up their guns especially when they see the stuff going on here.

Though Chicago seems to be thriving from the black market effect when it comes to guns.
