Sadly, every time government makes it easy to get money, fraud will be rampant. In this case as much as 1/3 of the spending went to fraudsters. We should just assume that government spending in response to crises is going to include large scale fraud: always. 

If we're willing to accept that as a cost of helping those in need, ok, but let's not be naive about it.
