Der Begriff unkontrollierbar war nicht gut gewählt. Es geht darum, dass das Verhalten des Systems teilweise nicht vollständig vorherbestimmt werden kann. So kann sich das Verhalten bestimmter Teilsysteme ändern, obwohl sie nicht direkt Ziel des Angriffes waren.
