Great post and excellent considerations, that go the heated discussion around token scam etc. Unfortunately with b1 having dropped their idea of actual governance, I fear this will go away with the first referendum. B1 might only be able to guarantee to tip the vote because, to pass it needs 10% difference between acceptance and decline, but whales will certainly vote against strong governance, maybe only as it limits their capabilities. 
At the moment I see the only solution in a side chain, but looking at telos & co the current ones aren't that promising....
