He's sending the messages through the dlive site, comments are shown linear with time there and post in this thread in the same way. It's like if twitch had a printout of the chatlog to a blog. Which, now that I think about it, might have to be addressed later if there's tens of thousands of people watching a stream like there are on twitch, because steemit users' bandwidth would get obliterated just trying to load the text lol.
