I am not sure about this one since I have changed my opinion on this in the past and still don't have conviction.
My vote goes for "No" because the current reward system is motivating for creators.
A 50% cut for manual curators would still be insignificant.
My SP is around 550 at the moment and I only curate manually. The rewards from this are negligible. I curate because I like it, not for the rewards. 
Cutting creator rewards on the other hand might put a dent in my posting.
This doesn't look like a good value proposition to me at the moment.
