I think the best system would be a sliding scale based on SP. When you have less than 100 SP you receive almost all your author rewards, and by the time you hit orca you're at 50/50. Curation rewards are totally trivial until you're at about dolphin level which very few people are, so I think the reality is this is a big problem, but for only a few people, and I think people are overestimating the positive effect on distribution this would have. I think it would also make Steem less attractive for creators and I think they're the primary demographic we need to attract. I think a sliding scale would let you transition from user to investor. I think this makes sense from the investor perspective, but I think in the end most users would be negatively affected.
