Yeah 'fair' allows all kinds of moral considerations and arguments to enter into the discussion. For if it's just 'free market', then it is what it is. But if 'free market' leads to unfairness, the government steps in to create a 'fair market', and now the market basically ceases to be capitalism, since it's no longer really free.
