It’s lower than that, already below 8.8% and dropping.

The formula for determining the current rate of inflation for the creation of Steem tokens is
((978 - (head_block_number / 250000)) / 100)

so currently


((978 - (25895254 / 250000)) / 100) = 8.74418984%
