incorrect.  ALL 3 of them are abusing self voting, 2 through a proxy account.
Just the fact they are using a proxy account to self vote is indication they are trying to hide what they are doing. Moreover @newsteemians delays his welcome bot and proxy self vote by a few days so not to attract attention:

since 7 months all he's upvoted is his "welcome, keep your account safe. follow me and I'll resteem you" @newsteemians welcome bot. nothing else.

if you consider welcome bots or welcome spammers as legitimate service that warrants self upvotes you are opening the floodgates for a ton more proxy self voted bots to come.
self voting towards bots is the ultimate self voting abuse, the lowest effort  comment farming there is.
If you don't have enough SP to deal with them you could forward them to @steemcleaners or some of the whales who sponsor you. I don't think any of them would be ok with this kind of proxy self vote abuse.
