I agree that Alli is better than Lingard.  But Lingard has beaten him out onto the England squad a few times recently and Lingard is trash.  Levy does do shrewd business.  It's exactly the same thing United do when they always have "A club option to extend a year" on all of their contracts.  It's so they can play hardball and get a massive sum for Pogba if he won't sign (Find it hard to believe he would unless he really is all about the money which isn't far-fetched).
