Photoshop, After Effects... Hard to tell, I've been using them for years. I think someone can get to a good level in 4 - 6 months, the rest is hard work and creativity.

I'd check out affinity designer, it has a photoshop clone and an illustrator clone. $50 one time price, no monthly charges. Not sure about a cost effective animation software. Maybe Black Magic Design's free version?
