Now let's imagine that Coinbase is introducing Steem. How can they be sure that Witness won't vote to freeze their accounts?

LOL. The Witnesses wanted to activate the soft fork preventively. They created this whole problem.

Unfortunately, users have most problems created by witnesses.

The implementation of the soft fork (which is reversible) went through AFTER he announced his “token swap” plan, as a defense till things are crystal clear. 

Do you even realize that most likely you would be holding TRX now instead of STEEM?
