This  is because in the old days Steemit rewarded early voting, whereby if you voted on a post immediately and that post became popular you would obtain a larger share of the pool.

Unfortunately this led to people creating bots that could vote on a post far quicker than any human could. In fact in those days there was no "upvote this post" button when you were posting, so a bot could vote on your post before you could.

So they imposed a time limit whereby if you voted in the first 15 mins or so, all your rewards would go to the creator of the content.

However creating this 30 minute to 60 minute window hasn't got rid of the problem, and creates this tiny window.

It would be interesting data, however I don't think we need to see it first. I'm guessing it would be incredibly low, because this is an incentive based platform and there is zero incentive, in fact it harms you, to vote on old posts.

I think value is value, I still get comments on posts I made a year ago. Maybe those posts wouldn't get votes, maybe they would, the point is lets try and create an incentive to vote on older posts because that's good for everyone.
